Firstly, I think that venues rarely put on karaoke because they go out hunting for it, but because they're approached by an operator. This could very well be part of it; for a karaoke gig to survive, there needs to be patrons spending money over the bar to justify the cost and I imagine there is a perception (whether rightly or wrongly) that pubs offer a greater profit on drinks and meals than clubs do. Then there's perceived demographic to be taken into account. The entertainment manager of the club may not feel that karaoke (which he or she may feel is a young person's hobby) fits in with the image of the club, especially if they currently attract a great deal of older patrons; the venue may not want to attract the kind of people they believe goes to karaoke. While having not pursued a venue to attain a gig myself, I imagine a lot of which types of venues end up with karaoke comes down to these kinds of perceptions.
