You're right, no one SHOULD mind if the host adds variety when there are only 2-3 singers, especially when there aren't that many requests up, even after repeated pleas from the host to the 2-3 singers for more requests. Nonetheless, I have had punters on quiet nights show displeasure if I slip in a song or two, even when they have had their dozen or so songs for the night ... this was many many years ago at a wine-bar venue.
