Hi Tricia, it is generally considered that if a person derives their main income from music/singing then they cannot be considered amateurs but are indeed professionals.
I believe the only way to run a competition is to clearly state what the rules are prior to the start.
Preferably have it written down and give each contestant a copy of the rules.
If you decide to let those that play in bands a chance in going in the contest then allow for it in the rules, if not then again spell it out that anyone that sings in a band is excluded from the contest.
I have run several competitions over the years and have had open comps where anyone can compete.
You don’t have a problem then but you may upset the genuine locals that see comp chasers coming in just for the prizes.
A good way to avoid the locals getting upset is to have an audience choice in each heat, finals and a great prize for the Audience choice in the Grand Final.
