Singing teachers with a wide range of experiences (not for example just a teacher of women's musical theatre), entertainers already in the business, radio DJs as they get to experience a wide range of genres, and a duty manager from the venue (representing the everyday punter but also unbiased), perhaps past winners
The worst people to judge:
Other singers (so much potential for bias), the operator (they have enough on their plate), bar staff (they are doing a job behind the bar and don't really have time to really judge while working), people with no musical experience at all (how are they to judge on such things as vocal ability aspects for example?)
