Mallee Boy... music can be legally played if the venue or host has a licence (venues often already have a music licence to cover their jukebox, and this is why the purely words-on-screen karaoke is popular since displaying videos related to the song requires the considerably more expensive video-music licence) and if the disc has been produced legally (ie: the copyright holders of the music, that's the songwriter, lyricist etc., have been paid via such as APRA).

If a band is playing covers in a venue, then it would normally be covered by the venue's jukebox/music licence. If the band is utilising backing tracks, these would need to be legal just as for a karaoke host playing karaoke tracks; whether the format is DVD, CDG or MIDI in immaterial (the MIDI tracks you find on the Internet are just as illegal as any other type of track).

It seems strange to me that a band can play a song live, but cannot record a part of the same song and play that as a backing track unless they have legally produced that recording (ie: paid fees to APRA), but that's the way I read the regulations that I can find.
