I think perhaps you should have put this in the General Forum but here's my 2 cents worth based on my own experience as both a singer and former host: -
A round is the time taken between a singer's first time on stage and their second (with possible exception regarding duets and group sings).
Rotation is the order of the queue of singers. FAIR rotation is ensuring this order of the first round remains the same throughout the course of the evening regardless of slotting latecomers into the subsequent rounds. The exception being if the singers from the first round leave in which case, the order of the second round becomes the new standard or if the round one singers leave but return later in which case they should be treated like latecomers. By alternating between original singers and new ones as the show progresses, fairness is assured and customers are likely to stay happy and hopefully, spending their money without fuss.
Duets and groups can wreak havoc because sometimes a new singer will want to sing with someone who has already sung in that round. If the newbie has submitted their song late in the round, slot them in for the duet / group sing about the middle of the next round with their friend who has already sung and that latter singer misses any solo turn they had for that round. If the new singer has submitted the song say in the middle of the round, slot their duet / group number in for the end of the round or early next round and be sure to announce the new singer as wanting help from their friend who has already sung (as that will help to assure those keen eyed singers that neither favouritism or unfair rotation is at play).
There will always be those who think themselves hard done by but I believe the above is the most sensible way to run your rounds. It may not exactly be the fairest because strictly speaking, those late to join the queue should have the longest to wait but from a business point of view, you want to ensure that people stay and spend their money, NOT get ticked off over the long wait and go elsewhere, possibly badmouthing your show in the process.
