The Director of Liquor Licensing has introduced standard 'karaoke high risk' conditions.
Under the new licence conditions, karaoke venues are required to:
have electronic surveillance on the entire area within each cubicle; this is in addition to the normal electronic surveillance of all entrances and exits, bars and entertainment areas
display a sign in each cubicle where karaoke occurs which reads: 'For the safety and security of patrons and staff, this area is under electronic surveillance'.
There is no definition for 'cubicle' in the Liquor Control Reform Act 1998. The Australian Concise Oxford Dictionary defines 'cubicle' as being a small partitioned space, screened for privacy.
The new conditions address police concerns regarding fully enclosed private karaoke booths, where activities in private booths couldn't be viewed by management.
Electronic surveillance of the entire cubicle and display of signage in cubicles is likely to discourage unlawful activity and assist in the investigation of incidents.
