The biggest challenge you'll have are the preconceptions that the judges will come to the table with. Some will prefer older music and prefer a voice that has a timber to it, will frown on anything that deviates from a crisp clean vocal sound. Others may like more up-tempo music, find anything prior to 1980 to be decidedly boring and like their vocals to have a bit of grit to them. Put those two people on a judging panel together and you end up with conflicting scores and arguments. There is always room for individual tastes but if you're going to award 20 points for vocals for instance, everyone needs to understand how a singer goes about scoring those 20 points, why one singer would get 15 while another would only get 10 etc etc.

The more thought invested into what constitutes 'a good performance of a song' the better the comp will run. Being the KWC, you may be able to get some guidance from the state organisers on this.
