I've been following the issue of copyright for several years now, and I'm slowly starting to get the hang of it. I think one of the main problems is the lack of clear information from any of these licencing organisations, and indeed that there are so many organisations that it's hard to know which question to ask which one - and therefore the reply received is often that the question is not within their jurisdiction. I did think once to write the definitive guide to copyright for hosts, but I've so far failed to get eough straight answers, or in the case of APRA any answer at all, to be able to unravel the subject completely.

It then occurs to me that we should simply say 'buy one disc, play one disc, never do anything else' - but that's really not a commercially viable option with singers wishing to be recorded, websites providing the means for music and videos of singers to be shared, and with computer hard drives starting to replace discs. If all the copyright holders really are represented by all these organisations, then perhaps what's really needed is a 'clearing house' which can allow a host to tick a series of boxes denoting what he wants to do (play discs, at pubs, record singers) and see the list of licences with prices that he will need - and then click a button to apply for them all with online payment.

When running a little group of shops I was amazed at the number of people who would come knocking with regulations and licences that needed to be submitted and paid, and sometimes it was not the money, but just the time and interruption to business - for example, some local government person received a complaint about fresh air, and we had to get a professional test done on the relationship between the volume of airconditioned airflow and fresh air into the shops.

I share the below host's annoyance with a system that sometimes seems to be nothing more than a 'money grab' by organisations seeking to use copyright laws as their means to make profits.
