Isn't the REAL question what the definition of 'fair' is ? The 'adjustable' rotation policy is actually fairer to not just the new singer ( who doesn't have to wait 3 hours for a song and thus doesn't walk out spending nothing on the bar ) but also the singer who has supported the venue all night long ( by ensuring they get at least one song each 1-2 hours regardless of how many blow-ins there are ) but is possibly basis-ed towards the bar-hoppers who do one song and leave. For some venues, having a regular turn-over of customers through the night might be worthwhile in terms of ensuring regular bartake - kinda like how restaurant sittings work.

I've got no problem at all with an 'adjustable' rotation policy.
