There are two costs involved in making a track for karaoke (as I'm sure Barry can attest), the cost of creation (that is the cost of purchasing the backing track or re-recording your own and the cost of creating the graphic file etc plus pressing it to disc if it's a CD+G) and the cost of license. Just because karaoke song has been created, it doesn't mean that the relevant license has been paid to cover how that song is used.
With a CD+G disc, it's fairly easy to prove that the material has been cleared for professional use as it's usually printed on the disc itself, however with a digital file, it's so much harder. There is technically no difference between an illegal mp3+G and a legal mp3+G in terms of the digital make-up (provided there isn't any kind of DRM built in), so it comes down to where you get it from.
The terms of use from a legal download site should be saying that the track can be used for professional purposes or words to that effect.
