That's fascinating about 'Birthday parties, weddings, private celebratory functions and funerals' - I think hosts generally ignored licences for them, but it's great to have it officially that they are exempt. I wonder whether they can be held in licenced premises and be exempt - meaning, find a birthday karaoke singer every week, and have your gig permanently exempt?

I very much doubt that any of these organisations has the legal capacity or jurisdiction to issue any such thing as an 'on the spot fine' - and I think that's why they write that it 'may' apply. If this is a criminal matter, then it would be up to the Police, which then would make it up to the courts.
