Rovics, there's no difference in the 'composition' copyright (APRA licenced) between commercial and private use once the licence has been paid, as far as I can tell.
But what we're talking about now is the 'sound recording' licence, where the company that recorded the track and put on the words has every right to determine where its product is played - private or public. When it comes to public, it seems that either these companies want a higher price, or they won't licence it at all because they have their own sales channel. This is also the point at which they seem to stipulate the 'i purchased track per rig' rule - for this I'm quoting an email from SoundChoice published on more than one website.
The Milkman, thanks for the info on the names for BKD, as it seems this isn't available prior to download - that gives me something with which to specifically search if those companies allow downloads.
