Got a copy of Wolfie's 'Karaoke Rules'. Rule 11 was Drink plenty, Rule 12 was Drink more! LOL!! But seriously, the best rotation system I have seen, and is also the one I have used myself when I ran a few gigs earlier this year & late last was based this way:

1. All early singers submit up to 4 songs stacked in order of play.
2. First in first up.
3. Any new singers after the start or the first rotation were added to the end of the first rotation.
4. Any new singers after the end of the first rotation were slotted in in an alternating order with the current rotation. ie. If first rotation was 10 singers, singer 11 would be slotted in after the singer currently on stage (for this example it would be S2) so therefore it would be S1, S2 (new singers (S11, S12 & S13) submits song), S11, S3, S12, S4, S13, S5 etc etc...
5. Should there be a third rotation, once again the new singers would alternate with the singers that have already previously sung in previous rotations. This ensures that as many as possible get to sing and hardly anyone waits more than 30 minutes for their first song. The non-singing crowd therefore get to see many different singers rather than the same old faces every few songs.
6. Should rotations be very small for most of the night, previous singers can submit new songs after their first 4 and still maintain their position in the rotation.
7. The last rule is that management reserves the right to limit the number of songs performed by certain patrons (usually known to them). This can be very helpful in order to retain your crowd. Yes, granted we all respect that karaoke is not just for people who can sing, but sometimes this kind of discretion can help if you know that a person has a voice that makes running your fingernails down a blackboard sound like a symphony! (This actually was an enforced rule on a patron at a venue I frequent socially.)
