It sounds as though the loss in numbers is more due to the change from cash to vouchers, but since Chatty is often criticized for being too popular with singers and with therefore little non-singing audience and a long wait to sing, I wonder whether you've considered a giveaway system to encourages the audience rather than the singers?
My reasoning is that, of all the gigs around, you could hardly ever struggle for sufficient singers - and that a large audience would perhaps be the greatest advance for the venue.
