I'd say that different people are born with different end potentials for a given talent but without the required amount of hard work that talent wouldn't be developed to a point where someone hearing them for the first time says 'bastard, natural born singer'.
99.999% of 'natural born singers' were either shit or at best average when they first started. Same as with muscle jocks .. they didn't projectile fire out of mothers womb with prebuilt muscle ;)
