If you really wanted to give people the opportunity to build their own version of w2s to ficus on something that w2s isn't doing currently, wouldn't that be better served by simply releasing an API? The most likely result would be the emergence of mobile apps that could take the existing database and build geo-location around it.
It seems to me that the most important idea from your post is that people likely want w2s to be different things and as w2s can only be one thing, its best to separate what w2s *has* (the raw data) and what w2s *is* (the display of that data), but I disagree with that assumption. I think by building w2s around a series of selectable options, you can allow users to make w2s display what they want and in what order they want it.
For instance, at the moment w2s displays gigs sorted alphabetically and filtered by state (and/or suburb or postcode). It doesn't allow any other kind of sorting or filtering. What I'm suggesting is that you come up with what other kind of sorting and filtering would be valuable to users and build that. Or perhaps it could even be possible to have every single 'feature' of a gig be filterable and now w2s is itself what anyone would want w2s to be.
