Barri Tone.....Yes there is a fee and an agreement/contract which is drawn up by AMCOS.
You need agreement from the Karaoke Companies in the beginning that produce the discs because it's their composition of music that you are playing and recording, but you also need an AMCOS Blanket Reproduction Licence to cover the reproduction of the Copyright in the written work - on behalf of composers/music publishers etc.
That’s the short answer.
David sorry for the putting it the way I did before as it could have been construed as advertising but I was merely letting everyone know about it as a service to Karaoke Singers.
