I do believe that most venues get the patronage they deserve - few great venues are undiscovered for long, and poor venues for karaoke either rely on some other attraction, or spend an uneconomic amount of money propping up their trade.
No venue operates in a vacuum, and those that are not commercially and promotionally running at above average will be seeing the failure in their bottom line profits (or loss). Remembering that, in these days, it is not good enough in business to be average - because the average Australian business profits are actually the amount of loss a business can sustain without actually hitting the wall.
