If you sing solo or as part of a duet, that's your turn in my opinion. I have been on the favourable end of that rule not being applied and of course I'm quite happy to reap the rewards, but in general, if I put up a duet with someone, I expect my next solo song to be in the next round.

Where to slot new singers into a rotation? That's a hard one, I agree that you don't want them to wait too long, especially if it's their first time at the venue. Cultivating a regular is hard work and getting them up quickly will be a big tick in your column. Of course, what happens if you've suddenly got 10 new singers, do you really put them all up quickly at the expense of your other singers? Balancing act...
