I think that's because there is little legal enforcement that they can do, with companies able to licence through similar (obviously non-communicating) bodies in various countries. In any case, I think it fair to dub APRA 'The Toothless Tiger'.
I'm glad you correctly interpreted the comments under that particular listing as meaning the host is using crap equipment and burnt discs. A legitimate operator cannot hope to compete.
In time, and with more support from hosts, I hope we can lift the expectation of venues in regard to legal discs, proper insurance, and the increased level of barsales that a good host can achieve. I did try towards this with the free downloadable Agreement for hosts/venues, but in just over a year it was downloaded by only 76 companies - not really justifying the work that went into preparing it.
